Homes inside the city limits of Tampa, Plant City or Temple Terrace are permitted through that city. Brandon, Riverview, Valrico, Seffner, FishHawk and Lithia are unincorporated communities, so those homes are permitted through Hillsborough County. Brandon's first subdivisions went up in the 1950s, and much of Brandon, Valrico and Seffner filled in over the following decades with concrete block homes and aluminum windows that are now well past their service life. Riverview and FishHawk grew mostly in the last 30 years, so many of those homes are reaching the age when builder-grade vinyl windows lose their seals and sliding glass doors start to drag. Plant City and older parts of Tampa add another layer, with historic bungalows that still have original wood windows.
